To all individuals living down-stream of the Magma Flood Retarding Structure (Magma Dam):
As you are aware the Magma Flood Control District (“District”) has been working for several years to 1) engineer/design the needed repairs to the Magma Dam (an unsafe structure according to Dam Safety Regulators) and 2) secure the funding needed to repair the Magma Dam.
In January 2011, the District received a commitment from a federal agency (USDA-NRCS) to provide $10 million (65% of the total) of the funding needed to repair the Dam—leaving only 35% to be raised via property taxes from those living within the District boundaries. The District has already raised its portion of the repair costs and has taken the approved Dam repair construction plans out to bid. The current construction schedule anticipates the construction repairs would likely begin within 65 days and be completed within 18 months.
Unfortunately, the District learned this morning that the US Senate appropriations committee’s current Continuing Resolution cancels the federal program that was providing the District with $10 million. If this happens, the District may have no other option but to fund 100% of the Dam repair costs itself. This would require that the current Dam repair schedule be put on hold and that the rather heavy property tax burden born by property owners within the District to fund just 35% of the Dam repair costs be continued until 100% of the Dam Repair Costs could be raised. This scenario could result in a delay of the Dam repairs for up to 8 years.
The e-mail attached below outlines the specifics of the language in the US Senate appropriations committee’s current Continuing Resolution that is so devastating to our Dam repair efforts.
The appropriations committee will likely take action on this item within 48 hours. It is critical that all of the property owners downstream of the Dam take action now! Please Call, Email and/or FAX our Senators John Kyle (http://kyl.senate.gov/contact.cfm) and John McCain (http://mccain.senate.gov/public/index.cfm?FuseAction=Contact.ContactForm) as soon as possible. Please request that our Senator’s ask the Appropriations Committee to eliminate Section 1265 (found on page 187) of the current Continuing Resolution (as it is unacceptable for USDA/NRCS to withdraw from work in progress), and ask that funding for the Watershed Rehabilitation account be restored to $20 Million.

The Magma Flood Retarding Structure (FRS) is located near the Town of Florence in Pinal County, Arizona. The dam was originally designed to protect downstream agricultural areas from the 100-year flood. Construction of the Magma FRS was completed by the Soil Conservation Service in 1964. It is currently operated and maintained by the Magma Flood Control District (FCD).
Today, the 5.5-mile-long earthen structure provides flood protection to portions of the Town of Florence and unincorporated Pinal County (including parts of San Tan Valley) comprising an estimated 6,300 residents, 2,750 residential and commercial properties, agricultural land, and related infrastructure. Additional residents and structures will be protected in the future as development continues to occur in the downstream benefitted area.
Since the time of its original construction, the FRS has developed safety deficiencies related to embankment cracking and emergency spillway capacity. As a result, the Magma FRS is currently classified by the Arizona Department of Water Resources (ADWR) to be “unsafe non-emergency.” The ADWR classification means that the structure has confirmed safety deficiencies and requires either repair or removal.
To address these concerns, the Magma FCD requested assistance from the Natural Resources Conservation Service (NRCS) under the Watershed Rehabilitation Program. Following 1) a series of technical investigations, 2) evaluation of a number of rehabilitation or replacement alternatives, and 3) completion of the Supplemental Watershed Plan and Environmental Assessment (Plan/EA), the Final Design of the rehabilitation was recently completed in February, 2011.
The Final Design of the rehabilitation of the Magma FRS provides for continued flood protection while meeting current dam safety and performance standards. The total project cost for the rehabilitation is estimated at $14 million (including both design and construction). The estimated annual flood damage reduction benefit of the project is $1.3 million. These benefits will continue to accrue for the 100- year design life of the completed project.
Under the NRCS Watershed Rehabilitation Program, the local sponsor (Magma FCD) is responsible for providing 35 percent of the total project costs. The Magma FCD is currently working with NRCS to finalize documentation and award a construction contract prior to the end of the 1st Qtr. of 2011. Construction is anticipated to begin in the 2nd Qtr. of 2011 and to be complete 15 months thereafter.

PUBLIC NOTICE. The Magma Flood Control District (District) has issued an Invitation for Bid (IFB) for Contract Number MFCD 2011-01, Magma Flood Retarding Structure Rehabilitation Project. The project is located approximately 6 miles north of downtown Florence, in Pinal County, Arizona. The project includes the raising (5 feet more or less) and widening of an approximately 5.5 mile long flood retarding structure including the trenching and installation of a central filter. Also included is the reconstruction and widening of approximately 5,000 lineal feet of riprap lined drainage channel. There will be the modification of the principal inlet structure and reconstruction of the outlet concrete structures along with miscellaneous 39-inch concrete pipe extensions. There is about 66,000 lineal feet of barbed-wire access control fencing.
The contract will be let to the lowest responsible bidder. The successful contractor shall be required to reach Final Completion within four hundred fifty (450) calendar days after the Notice to Proceed. The construction contract amount is estimated to be between: $7,100,000 – $9,100,000. Bid Opening will be held on [please note revised date] Thursday, March 10, 2011 at 2:00 P.M. (Phoenix Time) at the office of EPS Group, Inc., 2045 South Vineyard Avenue, Suite 101, Mesa, Arizona 85210. A MANDATORY Pre-Bid Conference/Site Visit is being held on Monday, February 21, 2011 at 9:00 A.M. (Phoenix Time) at the project site. The meeting location will be held in the open area just inside the east gate entrance area. The directions to the site are as follows: Proceed east on US 60, exit at Florence Junction and head south on highway 79 to Arizona Farms Road. Proceed west on Arizona Farms Road for approx. 1.5 miles. The gate to the site is located on the north side of Arizona Farms Road (about 2 miles east of Cooper Road). Attendance will be recorded during the pre-bid conference. Only those firms that are recorded as being represented will be eligible to submit a bid. The District will provide access to the project site from this location. Plans, Special Provisions, and Bid/Contract Documents may be obtained on CD-ROM from the AMEC Earth & Environmental, Inc. receptionist, at no charge, located at 1405 West Auto Drive, Tempe, Arizona 85284. Hard copy Plans and Bid/Contract Documents may be obtained upon payment of a nonrefundable fee from ScottBlue Reprographics, located at 133 West 1st Avenue, Mesa Arizona 85210.
The Board of Directors of the District reserves the right to reject any and all bids or to withhold the award for any reason. Every bid shall be accompanied by a bid security for ten percent (10%) of the amount of the bid.
