The Magma Flood Control District (MFCD) is a flood protection district existing under Arizona statute whose authority extends to all land located in the District. MFCD has authority over the Magma Flood Retarding Structure (Magma Dam or FRS). The Magma Dam is located just north of Arizona Farms Road about 2.5 miles west of State Route 79. The Magma Dam extends from Arizona Farms Road in a northerly direction for a distance of approximately 4.5 miles.

The Magma Flood Control District (”District”) has issued a request for qualifications (“RFQ”) seeking a qualified construction manager/general contractor to provide final design phase participation and complete subsequent construction services as the Construction Manager at Risk (“CMAR”) for work related to the overall rehabilitation of the Magma Flood Retarding Structure (“FRS”) and appurtenant structures. The District intends to replace a portion of the existing central filter within the Magma FRS embankment and improve the FRS outlet channel known as the Lower Magma Channel. These improvements will collectively be known as the Magma FRS Rehabilitation Project Phase II (“Project”). Whereas these improvements are for a similar purpose and are comprised of two integral components of the District’s flood protection system (which is designed to provide safe conveyance of floodwaters from within the Magma Watershed to its confluence with the Gila River), the Project will consist of two locations, each of which have been independently designed by separate engineering firms. The District intends to complete final design reviews on both locations concurrently with subsequent construction also being completed concurrently using the same CMAR. Additionally, the District intends to have the CMAR manage and account for construction of each location separately. For these reasons, the CMAR will be required to have a separate construction manager and team for each location during both Pre-construction Services and Construction Services contracts. The two locations are identified as follows:
1. Magma Flood Retarding Structure Rehabilitation Project, Central Filter Replacement between Stations 49+80 and 107+20 (“Location 1”)
2. Magma Flood Retarding Structure Rehabilitation Project — Lower Magma Channel (“Location 2”)
The work for both Locations will be performed in two contracts: 1) a Preconstruction Services contract, and 2) a Construction Services contract. The Pre-Construction Services contract budget is not to exceed $85,000 and the Construction Services contract budget is not to exceed $4,505,000. The total project budget is estimated not to exceed $4,590,000. An “A” General Engineering License is required for this contract.
This Notice contains only a portion of the information contained within the RFQ. Those interested in the Project should obtain a complete version of the RFQ, which will be made available, at no cost, on a DVD (one per firm) also containing other documents and information potentially useful for the RFQ.
